Citizen Services
Citizen Services is delivered through NepalOS as a fully digital service. Citizens and businesses can complete the entire workflow online — from application to document upload, payment, tracking, and digital certificate issuance — without visiting a government office. Identity is verified via MeroID, and all data is exchanged securely through the National Data Exchange.

Eligibility
Eligibility is determined by the relevant Act, Regulation, and Directive. The NepalOS service wizard will check your eligibility automatically based on your MeroID profile before you begin the application.

Required Documents
All documents are accepted as digital uploads. If you have previously submitted a document to any government agency, it will be reused automatically via the National Data Exchange — you never submit the same document twice.

Fees & Timeline
Government fees are set by the relevant Act and published transparently. Most services are processed within 3–10 working days; urgent processing options exist for many high-volume services.

Can I apply without visiting a government office?
Yes. The entire service is online via MeroID. In-person service is available at any Citizen Service Centre or ward office if you prefer.
Where do I find my digital certificate?
Your digital wallet inside your MeroID dashboard — it can also be shared via QR or verified by any agency.
What if my application is rejected?
You will be notified with the specific reason and the appeals process. You can re-apply or appeal directly from your dashboard.
Is my data secure?
Yes. All data is encrypted in transit and at rest, governed by the Data Protection Authority and audited by the National Cybersecurity Authority.
